Disadvantaged Business Enterprise (DBE) Program
The DBE program started with Surface Transportation Assistance Act of 1982, which set a national goal of placing at least 10 percent of federal highway and transit funds with persons who qualify as disadvantaged small business operators. A subsequent act in 1987 included women.
WisDOT invests $600-700 million annually in federal and state dollars for highway, airport and transit projects. These funds translate into millions of dollars in transportation-related contracts and project work for DBE firms.
To increase participation of firms owned by disadvantaged individuals in all federal aid and state transportation facility contracts.
Uniform Certification Program (UCP) application packet
First time applicants for DBE certification must:
- Complete and submit the UCP application and related material to the nearest DBE/Airport Concession DBE (ACDBE) Program Certifying Agency.
- Participate in an on-site interview conducted by the Certifying Agency.
Checklist of items to submit with a completed UCP application:
- UCP application
- Personal net worth statement
- Requested work/Geographic area summary form (DT2188)
- Contractor statement of experience form (DT2186)
- Schedule of owned/leased vehicles for DBE credit (All trucking firms)
- Failure to submit all required documents may result in a delay or denial of an application.
- Firms already certified as a DBE do not have to complete this form, but may be asked by certifying agencies outside of your home state to provide a copy of your initial application form, supporting documents, and any other information you submitted to your home state to obtain certification or to any other state related to your certification.
- Firms currently holding Small Business Administration (SBA) certification should and send a copy of the SBA application to any one of the offices listed on the DBE/ACDBE Program Certifying Agency contact list.
Civil Rights Compliance System (CRCS)
WisDOT uses CRCS to track all DBE firms and to ensure prompt payments.
North American Industry Classification System (NAICS) DBE listings
North American Industry Classification System (NAICS) is standard used by Federal statistical agencies in classifying business establishments for purpose of collecting, analyzing, and publishing statistical data related to U.S. business economy.
