Project overview

The I-94 mainline and most of the interchanges in Racine and Kenosha counties were constructed over 30 years ago when rural and low-volume traffic conditions were present.

The interchanges are now outdated and do not have the capacity to handle increased traffic demands. Many interchanges have numerous and closely-spaced commercial and residential driveways nearby. Several interchanges also use a scissor ramp design (see photo at right) that creates conflicts between frontage road traffic and vehicles exiting the freeway. In short, the structures are nearing the end of their useful life.

The Wisconsin Department of Transportation (WisDOT) is proceeding with the design of I-94 interchanges in Racine and Kenosha counties. Construction is scheduled to begin in 2009 on the County E frontage roads, County C frontage roads, and WIS 158 frontage roads in Kenosha County. Construction on the mainline freeway in Kenosha County and the frontage roads in Racine County will begin in 2011.
